The Buffalo Urban Renewal Agency (BURA), in partnership with New York State Homes and Community Renewal (HCR), is launching the Plus One ADU Program — helping eligible homeowners in Buffalo create or improve Accessory Dwelling Units (ADUs).
An Accessory Dwelling Unit (ADU) is a small, self-contained residential unit located on the same lot as a primary home. Common ADU types include:
Each ADU includes a kitchen, bathroom, and living space — perfect for long-term renters or family members.
This program is a key part of BURA’s mission to foster strong, inclusive neighborhoods. By utilizing underused spaces to create new homes, we’re empowering homeowners and expanding housing opportunities citywide.
Priority will be given to properties in areas of Buffalo where ADUs are currently permitted under zoning laws.
