What is an ADU?

The Buffalo Urban Renewal Agency (BURA), in partnership with New York State Homes and Community Renewal (HCR), is launching the Plus One ADU Program — helping eligible homeowners in Buffalo create or improve Accessory Dwelling Units (ADUs).

 

 

What is an ADU?

An Accessory Dwelling Unit (ADU) is a small, self-contained residential unit located on the same lot as a primary home. Common ADU types include:

  • Finished basements/in-laws suites
  • Units above detached structures/converted garages
  • Attic apartments
  • Carriage houses

Each ADU includes a kitchen, bathroom, and living space — perfect for long-term renters or family members.

  • Up to 100% construction or rehab funding
  • Increased property value

  • Support for multigenerational living
  • Expanded affordable housing in Buffalo

 

 

Who's Eligible?

  • Single-family homeowners in Buffalo
  • Household income under 120% of Area Median Income (AMI)
  • Owner-occupancy required for the main home or ADU
  • Long-term rental or family occupancy of the ADU

 

 

 What Can the Funds Be Used For?

 

  • Code compliance for existing ADUs
  • Plumbing, electrical, and structural upgrades
  • Accessibility improvements
  • New ADU construction

Priority will be given to properties in areas of Buffalo where ADUs are currently permitted under zoning laws.
